He was born in 1981 in Tokat. He completed his high school education at Gümüshane Justice Vocational High School. After graduating from Marmara University Faculty of Law, he completed his master's degree in administrative law at Erciyes University Institute of Social Sciences, Department of Public Law. He attended an English course at Yeditepe University for 1 year. After receiving training at the Turkish Justice Academy for 2 years, he worked as an administrative and tax court judge in different parts of the country for 10 years. In London, he visited Parliament, law firms, mediation institutions, local courts, high courts and law faculties in order to see the British judicial system on site. He is fluent in German and English.
